  The building is placed on an artificial rock-bed... as lava pouring through the cliffs to emerge as a new land... in the sea.  An ascending end for the current maritime walk itinerary as a protection for the new facilities to be located in open water,  it won´t be a visual barrier but a vantage point to contemplate the sea, the majestic coastline and activities of the new building proposed.  
     
  As a walk connection point, we propose a pedestrian link to San Andrés Castle, the boulevard and the promenade along the sea, to continue in gentle ramp down to Teresitas beach and Cemetery.  
 
  The dry-dock extending under it,... (an organic shaped "island" and geometric too) ..., preserves the old pier´s memory and allows to generate protection zones, shore ramps, submerged pools and prismatical rockfill docks emerging from the water as a protection element.  
 
  The double ramp solution will allow simultaneous uses and better access security. The building is disposed in plan and section over a solid stone drilled volume, lightweight cubic volumes floating over the dock (it´s levitating magic trick, or is it repelled by the mass under the building?) ...  
 
  ... a wall-sail connects them (a nautical metaphor of an admired architecture)including vertical communications and facilities, while light slides over the walls illuminate the rock inside.  
 
  Two opposite skins: a blind rough volcanic texture surface and an open, permeable, laminated one (a wind-driven vessel gliding over the waves).  
     
  The program is accurately designed on three separate entrances levels:  
     
  Nautical activities and goods delivery located at the bottom platform, accessible to authorized users through the vehicle ramp.  
     
  The dining-cafe and its public terraces accessed at the promenade walking level.  
     
  The administrative level, also public accessible through an ascending ramp to the lookout terrace where access is located.  
     
  The residence is located under this ramp, opened to the skylight and classrooms.
 
     
  The deck is a technical level and a regattas control terrace, accessible only from inside the center.  
     
  Flexibility on its uses is achieved by a private internal vertical communication to keep isolate every area.
 
     
  Because of its location, we propose an environment respectful building, as a sailboat crossing the ocean; energetically self-sufficient, a building which makes use of solar and wind energy, and incorporates rain and gray water´s reuse.  
     
  Talking about civil work (as boat´s hull), we propose a modular and prefabricated building system, as a meccano, by using recyclable materials: screwed rolled steel, wood, glass without additives, stainless steel,... will shape the superstructure.
