The building occupies the current edge of the urban area, a border between built pattern and open agricultural landscape, which in the future will be partly occupied by urban expansion. The project of the new Civic Center takes this borderline situation plus the identification capability of the new building as the main goals of the architectural proposal, assuming too the use of plural architectural resources of the local built.

The proposed U-plant building is formed by three wings, where the three key-areas of the building shape an open space courtyard suitable for outdoor activities. The perpendicular to the road wing contains an auditorium for 226 people.

The main entrance hall serves as an exhibition area too. A second wing includes a casino-bar for the elderly. And the third is composed by two classrooms and the library, opened to certain character and recollection ambient cloistered courtyards.
